First go to the program files and find the path for sfc3. 
For W98 it's program files/activision/sfc3/assets/metaAssets/singleplayer. 
Now click on "character" 
and edit the file (note you may need to use wordpad to edit. MAKE SURE THAT YOU 
SAVE A BACKUP OF THE ORIGINAL) then where it says "StartingPrestige" put the 
amount you wish to start with. When you start a new campaign, the amount you 
put in is what you will start with.
 
Please note that there's a number of files that you can edit for a cheat. 
An example is you can change the names of ships under "common setting" and 
the prices of the supplies in the supply dock etc.You can also change the mass 
of shields & weapon items as well as the damage, price, etc. and this can help 
create powerful ships.


Finding cloaked ships:
----------------------
Before a ship cloaks, enable "Follow Target". When the ship cloaks, you 
will not be able to target it, but will be facing it when it decloaks.


Increased prestige:
-------------------
Use a text editor to edit the "character.gf" file in folder:
the "filesactivisionsf3metaassetsserverprofilessingleplayer". 
Find the line that reads "// This is a characters starting prestige". Under 
the "[Create/0]" header, replace the value with 200000. 
Note: This affects Commander mode. 
Note: Do this for the prestige values under the "[Create/1]" header for Captain 
mode and the "[Create/1]" header for hard mode. 


Faster officer promotion:
-------------------------
Use a text editor to edit the "score" file in the folder:
"filesactivisionsf3metaassets\singleplayer". 

Add the following lines to the file: 
[SpecializedLevelUp]
Basic = 1.0 
Trained = 1.0 
Skilled = 1.0 
Veteran = 1.0 
Expert = 1.0 


Add cloak and shields to Borg ship:
-----------------------------------
 Use a text editor to edit the "bridge items" file in the folder:
"activisionsfc3assetscommon settings". Find and highlight the highest 
valued cloak and copy it. 

It should look like this: 
[CloakItemsR-CLOAK-V]
Description = "R-CLOAK-V"
Cost = 2500
Mass = 700
CloakRating = 100
CloakCost = 10
Health = 30
Race = "R" 

Paste it to the bottom of the list, then change the race "R" to "B" for Borg. 
Note: You can also change the mass so that you can fit it on any ship (down from 
700 to 100). The edited portion should look like this: 

[CloakItemsR-CLOAK-V]
Description = "R-CLOAK-V"
Cost = 2500
Mass = 100
CloakRating = 100
CloakCost = 10
Health = 30
Race = "B" 

Exit and save the file. You now have a cloak on any Borg ship. 
Next, edit the "shield items" file in the same folder. Find the highest rated Borg 
Shield. It should look like this:

Efficiency = 3.0
Cost = 2750 
Mass = 8000
Race = "B"
UnavailableForRefit = 1 

Highlight the "UnavailableForRefit = 1" line and delete it. Note: you can also change 
the mass so that you can fit it on any ship (down from 8000 to 100). 
The edited portion should look like this: 

[ShieldItemsB-SHIELD-X]
Description ="B-SHIELD-X"
Strength = 32
Efficiency = 3.0
Cost = 2750 
Mass = 100
Race = "B" 

Exit and save the file. You can now have shields on any Borg ship. You can also 
experiment with many of the other values in these files to change other ship parameters. 
Be careful, as this can cause the game to crash if you change the wrong value or make 
it too high or too low. 


Add cloak to Federation ship:

Use a text editor to edit the "bridge items" file in the folder: 
"activisionsfc3assetscommon settings". Find and highlight the highest valued 
cloak and copy it. 

It should look like this:

Description = "R-CLOAK-V"
Cost = 2500
Mass = 700
CloakRating = 100
CloakCost = 10
Health = 30
Race = "R" 

Paste it to the bottom of the list, then change the race "R" to "FR" for the Federation.

Free items in single player mode:

Use a text editor to edit the "economy" file in the Folder:
activisionsfc3metaassetsserverprofilessingleplayer". 

Locate the lines: 
0 = 0.5
1 = 1.0
2 = 1.2 
And change them to: 
0 = 0.0
1 = 0.0
2 = 0.0 

Start with any ship class:
--------------------------
Use a text editor to edit the "character" file in the folder: 
"activisionsfc3metaassetsserverprofilessingleplayer". 

Locate the lines: 
// Starting ships for players (sorted by RACE) 
[StartingShips/0] 
0 = ''Norway'' 
1 = ''K'Vort'' 
2 = ''Falcon'' 
3 = ''Diamond'' 
"0" is the Federation, "1" are the Klingons, "2" are the Romulans, and "3" are 
the Borg. Change the class of the ship that follows the appropriate race to 
start with that type of vessel. 


Invincible ship:
----------------
Use a text editor to edit the "hullitems" file in the folder: 
"activisionsfc3assetscommon settings". Change the health value for any armor
of any race to "9000". This will give you an invincible ship that does not need 
shields. You can also change the mass and cost so that it can fit on any ship.


Free hull repair:
-----------------
After getting hull damage during a mission campaign or conquest mode, complete the 
mission, then go to a planet or starbase. Choose the "Refit" option. Do not do 
anything on the refit screen except selecting the "Accept" option. You will return 
to the map screen with a repaired hull. 


Damaging Romulan ships:
-----------------------
You can do this with any ship. When facing the Romulans, let them come into a very 
close range. Do not fire -- let them fire first. Most (if not all) Romulan ships 
will try to cloak as soon as they fire their torpedoes. When this happens, give 
them all you have.
